Anyone who plans on making media accessible (or uploading media) OUTSIDE of an LMS (not in Blackboard or Canvas) will need to request an account upgrade.

For instance, someone creating training videos for staff in a department would need to request an account upgrade but a faculty member who plans to only use Kaltura Media Services for class-related content inside of an LMS such as Blackboard will not need an account upgrade. The Blackboard LMS already gives access to all media creation.
